In January 2014, U.S. President Barack Obama issued a Presidential Memorandum directing several federal agencies to undertake a Quadrennial Energy Review (QER). The U.S. Department of Energy (DOE), under the leadership of the White House Office of Science and Technology Policy and the Domestic Policy Council, requested IEEE provide insights on a specific set of priority issues. In response, the IEEE Joint Task Force on QER, spearheaded by the IEEE Power & Energy Society (PES), IEEE-USA and the IEEE volunteer community, was formed. On April 21, 2015, the task force submitted the first installment of the QER report.
